Berlin (population 141; sometimes called 'Old Berlin' to distinguish it from the separate, larger Village of New Berlin 1.4 miles south -- not to be confused with that village) is an active, non-dissolved incorporated village. Sangamon County's own official Building & Zoning page (sangamonil.gov) states the county department administers zoning only for unincorporated areas, and that incorporated villages like Berlin must be contacted directly for their own permitting -- meaning the county does NOT have jurisdiction here.
