Confirmed via the town's own site (townofwinchesterwi.gov) and the DSPS delegated-municipality list (entry #387, DOA code 70028), which lists the clerk contact as Holly Stevens, Chief Building Inspector, at 920-836-2948; note the DSPS list gives the email domain as 'townofwinchesterwi.com' while the town's own live website is hosted at 'townofwinchesterwi.gov' -- the .gov address (from the site itself) is used here as more current, but this is a minor hedge given the conflicting source.
